This has happened in Africa before. The Dutch have owned land and farmed it since they first discovered and landed in Africa 100's of years ago. The African government took all their producing farms and gave them to black Africans. The farms were not worked, and left to run into ruin. Now those once great farms are dry fallow and dead.
What is that meme? "Give a black American a fish and you have one less fish." That applies to the black Africans. They have no skills, or work ethic, and do not want any.
A missionary once came back from that region stating, 'the black African male do no work. All they do all day is eat, sleep, and have sex."
