Most legitimate schools. daycares, businesses, etc have some sort of placard, markings, signs, which alert other drivers of their "precious cargo" or service for sale, something.
Now the illegals camping out at the local Home Supply Store always semm to get transported by these types of vans you describe and they actually DON'T WANT other drivers to know what they are doing. Ive seen them on the hiways. Ive followed them to work sites, they are often driving dangerous vehicles which aren't registered or insured.
