No, the purpose of patents in Silicon Valley is to keep the companies in power entrenched in power. Facebook emerged because TPTB wanted it to. If you look at the VCs that took it from college students to "Primetime" its all the usual suspects. Then if you add in the alphabet agencies like Q is implying, you don't need the USPTO. I'm sure they are a weapon for Facebook now, but not on the way up.
