Alternatively, if this just subterfuge (which i think), then it is not really by the book. Like in what world could RR be a fact witness AND run the investigation. Or all the conflicts Mueller has.
I tend to think RR and Mueller were old fashioned comped govt agents out to live better than a govt salary affords.
