Look into the other works of architect Pier Luigi Nervi.
It's just his way of architecture. His style.
The Paul VI audience hall is merely looking like a snake head due to the wide-angle lens photography. In reality the building inside looks much different. Rectangular. Windows (eyes) are built in the left and right wall, opposite to each other.
So it's an optical illusion, done accidentally or intentionally.
So, perhaps we should look into the background of architect Pier Luigi Nervi.

And the same should we do with the sculptor Pericle Fazzini who designed the creepy copper artwork which depicts Jesus rising from a nuclear crater in the Garden of Gethsemane.

Who chose both designers?
The Vatican?
Who rules the Vatican?
Sometimes things are not what it looks like. Sometimes they want you to see it like they wish.
