I'm going to say Tamara Page is Lisa Barsoomian and Lisa Page's mother? They do look similar to one another and share the same profession.
So I believe she was carrying out the agenda of RR and his team of bandits making sure that the plan moves ahead behind the scenes, she is RR's daughter.

I agree with that sentiment. Thinking also new digs to dive into are easier to find. New digs can fall off of the board in no time on a busy day, so they are easily missed.
