That appears to be the correct conclusion. If you have access to the case records you'd see something like a Notice of Withdrawal from Barsoomian and a Notice of Appearance from Russell. "To be noticed" is legalese meaning all filings in the case have to be copied to the attorneys representing the parties. The court docket maintains a record of who is the legal representative of each party for this purpose.
It is interesting to note the about-face by Mexico's newly elected president. POTUS's April 1st, 2018 tweet no longer accurately represents Mexico's posture on migration through the US-Mexico border.
