Depending on what the DOS is attacking, adding a redirect to a static resource or simply updating the IP address in the DNS record would produce a functioning page as you see there. if the database is brought down, static pages can be served just fine.

 

A non-dumbass would have MINIMALLY been using a PC

….then would have used view source & dev tools to see what is actually going on.
