I read them as intelliegence reports that needed further investigation, not as confirmation.
We don't know what happened after that, from the documents given.
So based on what we know, it is conjecture.
I think we have to be careful about saying Hiter was definitely in South America, becasue we don't have enough hard evidence to show someone who turns around and says "Show me!" to us.
Such an unsourced claim will definitely discredit the movement in the eyes of the normal public.
