Theory- Mueller was waiting for judge to rule on Awan. Then he could put the Guilty charge out on Manafort. Cohen was just waiting for Mueller so he could end the case by pleading Guilty. They wanted all three to end at the same time. Now the next phase (whatever that is-Huber?) can take place. But all 3 has to happen at the same time.
