I know all about classified info.
And you should know that classified info can also be considered non-confidential/not-secret/not-TS if the parts that make it up are separated from one another.
In a classic example that we were taught: the method of building nukes is right on the web, publicly available to anyone who wants to do the research, but it's spread apart and separated. If one were to put them all in the same book/website, then it'd be considered classified (think 'by relation'), but it's otherwise not.
We were taught in MI school that 99% of all TS information can be found online. It's just scattered and, thus, not considered TS.
This can be considered a method of compartmentalization.
