I have no idea why this post is always over-looked or under-played. The language itself "we serve at the pleasure" not "we work for" is suggestive (and has a touch of gravitas about it) but then again it was meant to be I suppose.
I don't think it's Budapest I already checked that and a few other obvious. It's the proximity of the hills / rising land in the background to the river.
Yes you're right though that one has always been one I memorized word for word. KEY. Chain of Command. Whether one believes it or not is another matter I suppose but it's one heck of a claim to make and the language suggests personal knowledge by POTUS of the persons "serving" and the mission itself.
