The former New York Republican representative, who served on the powerful Committee on Energy and Commerce during the 1990s and was once considered a rising star in the House GOP, has become a top lobbyist on behalf of Trimble Navigation Ltd., a Sunnyvale, California-based company that makes navigation gear like the GPS. Paxon—also the former chairman of the National Republican Congressional Committee—reported bringing in $4.3 million from 21 clients during the first three quarters of 2011, with Trimble as his top-paying customer. The company had paid $620,000 for Paxon and firm colleagues (including former California Democratic representative Vic Fazio) to help fight a plan by Lightsquared to offer a high-speed national wireless network using airwaves previously reserved for satellites—a network Trimble contends will interfere with its GPS navigation technology. Paxon’s second top-paying client is Dow Chemical Co., a Fortune 100 company. Cox Enterprises has sought lobbying assistance on spectrum issues, including legislation sponsored by West Virginia Democrat Jay Rockefeller that would encourage television broadcasters to give up spectrum for government auction, with the expectation that wireless carriers would pay billions for spectrum licenses.
