My take on ZUMA as follows:
Hussain / CF / HRC sold EM's rocket tech to NORKO.
ZUMA was a test to see if we could control the 2nd stage (needed for long range such as an ICBM) as splash it thus proving to Lil'Kim who really controls the rocket.
