South Africa could be hinting at Kenya involvement or even same recycled actors at work in both places, unsure as I haven't been focused on that recently, something worth looking into though. We always find ourselves revisiting the same places and they all tend to have rampant corruption. Q was mostly talking about Germany back then but the Kenya stuff sticks out.
