Mr. Kissinger is chairman of Kissinger Associates Inc., a consulting company that does considerable business abroad on behalf of its clients, about 30 companies, including many foreign corporations. Mr. Kissinger says his company does not have any foreign governments as clients.

 

The amendment made note of the importance and secrecy of the information provided to board members, and it cited a need for full disclosure to prevent conflicts when board members get income from foreign sources.

But a former board official, who asked not to be identified because of the pledge of secrecy concerning the board's activities, was quoted as saying he believed Mr. Kissinger benefited from his association with the board. Mr. Kissinger could not have separated the insights he gained from his access to United States intelligence data from his ongoing analysis and advice to clients, the former official said.

 

If the amendment should become law, it will mean that Mr. Kissinger, if he stays on the board, will have to reveal for the first time all of his holdings as well as the names of clients whose names have not already been reavealed.

In November, 1991, the Committee on Foreign Relations authorized a subpoena for all documents to Kissinger Associates and related entities, for all documents pertaining to BCCI, and for its client lists.

In response, Kissinger Associates promised to cooperate with the Subcommittee investigation and to provide all documents pertaining to BCCI, under an agreement that the subpoena not be served. Kissinger Associates refused, however, to provide the client list, arguing that the list was beyond the parameters of the investigation into BCCI by the Subcommittee, and advising the Subcommittee that if it pursued the list, Kissinger Associates would litigate the matter, if necessary, through an extensive appellate process to the Supreme Court.

Kissinger Associates does not disclose its list of corporate clients, and reportedly bars clients from acknowledging the relationship.
