Senator Richard Russell Jr:

Russell supported racial segregation and co-authored the Southern Manifesto with Strom Thurmond[8]. Russell and his fellow Southern Senators blocked the passage of civil rights legislation via the filibuster. After Russell's protege, President Lyndon B. Johnson, signed the Civil Rights Act of 1964 into law[9], Russell led a Southern boycott of the 1964 Democratic National Convention[10].

Russell competed in the 1952 Democratic presidential primary, but was shut out of serious consideration by northern Democratic leaders who saw his support for segregation as untenable outside of the Jim Crow South.

Ku Klux Klan[edit]

In the early 1940s, Byrd recruited 150 of his friends and associates to create a new chapter of the Ku Klux Klan in Sophia, West Virginia.[10][11]

According to Byrd, a Klan official told him, "You have a talent for leadership, Bob … The country needs young men like you in the leadership of the nation." Byrd later recalled,

 

In December 1944, Byrd wrote to segregationist Mississippi Senator Theodore G. Bilbo:

I shall never fight in the armed forces with a negro by my side … Rather I should die a thousand times, and see Old Glory trampled in the dirt never to rise again, than to see this beloved land of ours become degraded by race mongrels, a throwback to the blackest specimen from the wilds.

Byrd was linked to such senators as John C. Stennis, J. William Fulbright and George Smathers, who based their segregationist positions on their view of states' rights in contrast to senators like James Eastland, who held a reputation as a committed racist.[32]
