If I recall correctly, the new president of Mexico once paid Rudy for consulting services to help clean up his city from organized crime (when he was still mayor) about 15 - 20 years ago, because he was so impressed with Rudy's handling of NYC.
If I did remember this correctly, I'm sure that Rudy could pick up the phone and ask the president of mexico for $25B to fund the wall. Then, POTUS "hides" those funds in the new NAFTA deal, so the president of mexico can save face.
