My theory is that the #17 has significance to the cabal, and the Q team co-opted it to taunt them - that's why it seems like it keeps going back and forth between the groups - because it DOES keep going back and forth. I just can't figure out the significance of it for the cabal side

I am inclined to think that Q team picked 17 for a couple of reasons, yes. Q team would embed it in every single attack, just to make it sting worse and remove any doubt about what is going on ('We've got your number!'). Cabal would fire back with it.
