A children's library within a public library has possibilities for socializing. Some mothers go there to do just that and hang there on a regular basis. Better than a playground, more self-improvement type denizens. You can pick up and leave if things get weird. Also, there might be a children's museum or other organizations with various one-afternoon programs. Homeschoolers tend to frequent these types of social settings. In all these situations there's a chance to slowly check out people as potential social partners.
Homeschooling parents can be just as fucked up as anyone else in social settings, but they're typically very good with their kids, who are typically better emotionally than warehoused kids because they're around adults and emulating adult behavior, not children mimicking other children. I commiserate with his parents, the world is batshit crazy.
