ISTR that the National Park Service is responsible for the WH and grounds, so it would seem likely that Trump was not even consulted at first and maybe the assumption was that he would want only the minimum.
In the days of trains, it could take a week or more for the body to make its way to DC. This was also before commercial refrigeration and is probably the logic behind the closed casket in the dome. (there is a practical reason for all the flowers … and it originally had to do with 200+ pounds of unrefrigerated meat sitting around for a week or more.)

I was noticing on Fox news (radio) this morning, that they announced that Trump would not be attending but that two other Presidents would be there.
They made it sound like Trump was being petty instead of honoring the dead mans wishes in this regard.
