Went to USAspending.gov to find Stefan Halper and yes, he's there and yes, the $amount is a little over $1M dollars. Drilled down on a contract and found this intrasting bit. The original contract date is 9/2016, but BUT there was an option period that began in 7/2017.

The contract was made through the Department of Defense - (not the usual three letters or the Department of State) and was ostensibly an India and China econ study.

The option was exercised July 2017 - so mebbe Halper didn't realize he was already 'made' and just kept doing his thing; unwittingly leading the white hats to the lair?

On a slightly unrelated (?) note, in reading the FBI HRC files, it always raised the hair on the back of my neck when I found out that the agency with the highest number of requests for email preservation to and from HRC was the DoD. (HRC part 16 page 64)
