I agree. I was putting together a logic tree as you posted this. I started with the DoD mass leaking to harm Lovinger as the "systematically arranging of leaks". Notable but didn't fit, got done and was now moving to this thought. Makes perfect sense. There's a reason SaraC was given this info right before BO testifies. They're setting a trap.
