Ok, I get that. Not a leader. Yet, his age & swamp experience & connections developed over the years would still make him a central figure/go-to guy among the local political players (espec. for foreign connections to be established player to player). The meeting in Syria obviously marks him as trusted among the worst of the worst & deep in dark money across international borders, our borders included. Not really in power, yet the one that you had to "go through" at some point or another. If nothing else, he was a bridge for many.
