Still puzzling over [0:28] – I don't really like the idea that it means 00:28 as in 0028Z time, but let's run with it.

At 16:28 Mountain Daylight time on 8/25, if my calculations are correct, it would be 00:28 (the Day of the Dog) in Korea, Japan, Alice Springs, and um part of Antarctica.
