POTUS can declassify at any time. RR has redacted the report. My guess is he has done this at the direction of POTUS to keep the information from a corrupt Congress until the time is right, while at the same time appearing to be obstructing (working against POTUS). Buying time for Sessions/Huber to finish up their investigation? Building the drama to a frenzy to maximize the reveal?
