I personally think you are on the right track. In addition to Congress (House & Senate), what about the firewalls leftover in the Gov. agencies. Most have probably already been cleaned out, I suspect. However I think that was their plan. Spread the "seeds" / firewalls as broadly as possible. Intel agencies, State dept., sheep dip them into "normal" agencies (EPA?), etc.
