If Sessions had not recused himself, he would have to answer questions and subpoenas from the congress. Session would have no choise but to answer truthfully and therefor reveal information that a corrupt congress should not know.
Rosenstein is a black hat acting as a black hat under durress; his task is to obstruct and lie to protect information DOJ do not want the congress to obtain.
