So the Obama admin / Deep State used their back channels with foreign powers (UK/France/Russia/etc) to provide "cover" for FISA warrants.
Anyone who was a threat to the DS power or anyone who had the potential to be a threat was subjected to this. They would use their back channels and plants (Halper/Cohen) to provide plausible deniability in the event someone discovered what they were doing.
Which BTW, they knew what they were doing was wrong.
Hence the use of PDB/PEOC to safeguard their communications. I think when all is revealed we're going to discover one of the worst police states the World has ever seen.

I'm going to go and guess that Obama abused the muddy waters of IC/Congress oversight so that only his people were in on the know. He did this citing state secrets of course.
