I have to say, I am skeptical about INSCOM being so glorified.

 

NSA allowed itself to break the constitution repeatedly, even weakening national security, and I don't think just a new POTUS taking command can fix those issues inside that deep state bureaucracy that fast. I hope I'm wrong, but it's the compartmentalized nature that allows 90% good guys to have no idea how they are playing the part for the 10% badguys compedguys at the top.
