In the general area of Austria north of Italy and not far from the border with Germany. Just a short distance into Germany is Hitler's Berchtesgaden.
The German border is Salzburg named after the ancient salt mines. In ancient times the Scythians sent dwarfs here, wearing the typical Scythian red hats, to work in the mines. This area was deep inside the Black Forest called Mirkwood in German legends. Tolkien was a scholar of ancient German and read the old sagas. He borrowed the name Mirkwood.
In preindustrial times this Black Forest covered a much larger area than today and was an almost impenetrable barrier between the steppes and Europe. Horse riders could not cross. The original kings of Austria who were likely Khazars because they had Hebrew names. probably entered this area by rowing boats up the Danube from the Hungarian plains.
You are right. It is not in the tiny area now called Black Forest in Germany. But the Black Forest or Mirkwood used to be a much larger area blocking access from the steppes into the heart of Europe. Thick woods where horses could not pass until roads were built. Even packhorses would have had dificulty.
The area of Austria south of the Danube up the mountains in Northern Italy still has lots of this kind of Black Forest patches.
