Narrative FEEDER, etc should be understood as "feeder of the narrative", etc. I interpet as meaning black hats are still using raw intel collection to feed, collect, and distribute their narrative. Which is all highly illegal and wilk eventually land them all in jail. Raw intel collection harkens back to one of BO's last acts as President, providing all of NSA's raw data to all of the intel agencies, instead of the sanitized data they used to get.
