The only reason he would refuse a PDB is for deniability.
And presumably someone had to tell him to refuse it.
Though I'm assuming it was still disseminated to the 30 other recipients?
Or did a refusal make it unavailable to all, in case Rogers or someone put some poison fruit in it?
