Russia has something like this as well.
They are above the President and it was they, who put Putin into power in the first place, and kept him there in the 2nd place. They are usually called the Siloviki which is Russian for the Strong Ones. And they hide in the shadows.
I suspect D5 is something like this with ex military and ex intelligence people, who have access to resources, and the wisdom of both age and experience.
I suspect that Steve Pieczenek may be one of them, or if not, he is a "consultant" to them.
The Russian guy is the Patriarch of Moscow.
He presides over the Russian Orthodox church which is one of the group of Orthodox churches that the Roman Catholics broke away from around 1000 ad.
He happens to not only be a neighbor of Vladimir Putin, i.e. he lives not far away and visits often, but he also keeps bees and regularly supplies Putin with honey for his morning breakfasts.
In Orthodoxy, Priests marry, but monks/nuns and bishop level and above, are celibate. However, unlike RC church, in Russian Orthodox practice it is common for people to begin the celibate lifestyle after the kids reach adulthood. Often both husband and wife go into monastery and nunnery.
I am suspicious that Putin's divorce from his wife was because he sees himself as a warrior-monk, rather like the Shaolin monks, because he is ranked at the highest level in Judo and obviously takes sports seriously. He plays hockey, rides horses, hunts, and so on.
I do not believe that Putin has any handler. He is a foe of the Illuminati and when this whole shift in our civilization is done and dusted, historians will point out many parallels in how Putin pulled Russia away from the Illuminati over the last 18 years, and Made Russia Great Again, compared to Trump's similar actions.
