By avoiding the PDBs Trump was not faced with a choice of stopping it immediately (difficult, would be seen as politically motivated?) or condoning it. I expect the Steele Dossier would have gone away if Trump had allowed the corruption to continue. As it is Trump avoided the trap in the PDBs to give himself a free hand in carefully dismantling the corruption and has left his opponents with one last option - proving the Steele Dossier is true.
