"SEC. 1238. SENSE OF CONGRESS ON SUPPORT FOR ESTONIA, LATVIA, AND LITHUANIA.

(a) Findings.—Congress finds the following:

 

(1) The Baltic States of Estonia, Latvia, and Lithuania are highly valued allies of the United States, and they have repeatedly demonstrated their commitment to advancing our mutual interests as well as those of the NATO Alliance.

 

(2) Operation Atlantic Resolve is a series of exercises and coordinating efforts demonstrating the United States’ commitment to its European partners and allies, including the Baltic States of Estonia, Latvia, and Lithuania, with the shared goal of peace and stability in the region. Operation Atlantic Resolve strengthens communication and understanding, and is an important effort to deter Russian aggression in the region.

 

(3) Through Operation Atlantic Resolve, the European Deterrence Initiative undertakes exercises, training, and rotational presence necessary to reassure and integrate our allies, including the Baltic States, into a common defense framework.

 

(4) All three Baltic States contributed to the NATO-led International Security Assistance Force in Afghanistan, sending disproportionate numbers of troops and operating with few caveats. The Baltic States continue to engage in Operation Resolute Support in Afghanistan.

 

(b) Sense Of Congress.—Congress—

 

(1) reaffirms its support for the principle of collective defense in Article 5 of the North Atlantic Treaty for our NATO allies, including Estonia, Latvia, and Lithuania;

 

(2) supports the sovereignty, independence, territorial integrity, and inviolability of Estonia, Latvia, and Lithuania as well as their internationally recognized borders, and expresses concerns over increasingly aggressive military maneuvering by the Russian Federation near their borders and airspace;

 

(3) expresses concern over and condemns subversive and destabilizing activities by the Russian Federation within the Baltic States; and

 

(4) encourages the Administration to further enhance defense cooperation efforts with Estonia, Latvia, and Lithuania and supports the efforts of their Governments to provide for the defense of their people and sovereign territory."

Actually that was an earlier version of the bill. The one that was passed Sec 1238 gives POTUS a homework assignment on Russia and the START treaty or somesuch. So this EO is POTUS telling these other departments to write the report for him.

No, it's specific to Congress in the defense bill asking POTUS to report on Russia and the START treaty. Very specific. POTUS assigns the responsibility within his cabinet to create the report.

SEC. 1238. PLAN TO RESPOND IN CASE OF RUSSIAN NONCOMPLIANCE WITH THE

NEW START TREATY.

(a) In General.–Not later than 30 days after the date of the

enactment of this Act, the President shall submit to the congressional

defense committees, the Committee on Foreign Affairs of the House of

Representatives, and the Committee on Foreign Relations of the Senate a

report–

(1) describing the options available in response to a failure

by Russia to achieve the reductions required by the New START

Treaty before February 5, 2018; and

(2) including the assessment of the Secretary of Defense

whether such a failure would constitute a material breach of the

New START Treaty, providing grounds for the United States to

withdraw from the treaty.

(b) Options Described.–The report required under subsection (a)

shall specifically describe options to respond to such a failure

relating to the following:

(1) Economic sanctions.

(2) Diplomacy.

(3) Additional deployment of ballistic or cruise missile

defense capabilities, or other United States capabilities that

would offset any potential Russian military advantage from such a

failure.

(4) Redeployment of United States nuclear forces beyond the

levels required by the New START Treaty, and the associated costs

and impacts on United States operations.

(5) Legal countermeasures available under other treaties

between the United States and Russia, including under the Treaty on

Open Skies, done at Helsinki March 24, 1992, and entered into force

January 1, 2002.

(c) New START Treaty.–In this section, the term ``New START

Treaty'' means the Treaty between the United States of America and the

Russian Federation on Measures for the Further Reduction and Limitation

of Strategic Offensive Arms, signed at Prague April 8, 2010, and

entered into force February 5, 2011.
