We don't approve/confirm handoff. BVs and I simply check bakers who are taking handoff so that the previous baker knows he is not handing off to a shill. ✔ means that we are familiar with the baker already. We only block a handoff when a known shill IP tries to take the dough, otherwise we just monitor.
