I don't think there is a simple solution that guarantees an eternal government of integrity and prosperity. Or a complex one.
All systems require maintenance in order for them to function.
People believed they could neglect the maintenance on the government, or simply trust that the overseers knew best, and now we have a mess on our hands.
Frequently, bounty leads to a state of being content and in that state of content, a sort of apathy and complacency builds. Then, corruption begins to take over until such a point as suffering breaks people from apathy and pushes them into action.
The problem is that, in our current case, it was nearly too late. The mechanisms being put in place were potentially capable of allowing iron-clad control by the cabal.
