Basically both the bible and many other religious texts define our physical universe as being "ruled" by the number 666. And if you think about it that it is Lucifer that pointed out to God about Free will that is kind of logical. The "ruled" does not mean controlled but more like God's entire experiment with Free Will in Physical form - our universe - basically given to him by Lucifer disobeying him. Before that there was no Free Will as it was not even a concept within Heaven.
