He appears to have paint spatters on his makeshift mask(T-shirt?) Has probably, as of the picture's taking, been engaged in tagging. Maybe search arrest records for "priors" involving graffiti/tagging.

I know the picture is old now but old habits are hard to break. Suspect will probably have paint residue on his fingers when arrested.
