I'll tell you what I do know.

It was not under OooBoo's watch. It was under GWB Pre 2008. It was a shipment of 30,000 portable guillotines packed in 3.5x4.0 ft cardboard boxes with "Made in China" in big black letters printed on one side. The shipment was split into 3 separate lots of 10,000 crates and given to three separate Mil groups for transport. One grp took their lot which was east coast bound. 2nd grp took theirs and dropped it off in the west. 3rd Mil grps destination was Georgia. Along the way they felt something was not right about their unknown shipment. I do not know the details of that. So, one of the sealed crates accidentally fell of the transport truck and busted open. Inside was a mid-sized very portable guillotine made of wood.

I used to have the picks of the crates and the guys charged with that delivery standing around it as it layed busted open on the ground. But it died on my Seagate HD about seven yrs ago. I wished I had them now. One of the Mil personal, an officer, on that Georgia bound transport, promptly moved out of the country to the middle east once his stint was up. Conversed with him a couple times after that, but now not for years. He just makes it so as not to be found unless he wants it that way. Don't know if he ever came back.
