Lived in such a town, not TX, was in the South. The drug trade was controlled by the 30+ years career constantly reelected sheriff. Those selling drugs for him, no biggie, back out if arrested, slaps on the wrist. Dealers trying to be independent and jail is where they went (if they didn't disappear first). The fuckery was unbelievable. I ended up leaving that town, never forgot how high up the corruption went though. No one to turn to because they were ALL in on it.
