I went back and looked at this photo…I don't think even the RAW of this image will produce a readable phone screen.

It looks like it was shot with an aperture that is putting the whole chamber out of focus.

In that case, it doesn't matter if you get the RAW, she and her phone will still be blurry.

Yes, in this case it's a matter of how the original image was shot, and with what settings.

 

If it's out of focus (due to a shallow depth of focus from the lens being set with a large aperture), then you could have a 500MB image and it will still look blurry. The actual RAW source data that the camera sensor captured is itself "blurry".

The only reason we have a close-up of this resolution and position is because of photos.

I've watched the SOTU video through a few times now, scanning for every single time the camera cuts to the crowd. There are very few shots that even show her section from behind, and NONE that come anywhere NEAR close enough to read her phone.
