Cox had higher support numbers than Allen. Trump needed as much of a boost as he could get with his endorsement and unfortunately Cox had more state Republican support than Allen. Due to California's primary's picking the top two most voted candidates he was forced to endorse Cox over Allen even though most Californians liked Allen better, we couldn't risk having two Dems on top of the vote in November.
