The venue requirement in the Federal Rules of Criminal Procedure is the federal jurisdiction in which the crime was committed, not the jurisdiction that holds evidence.

Grand juries are often govt employees who almost always indict, or else the prosecutor keeps convening a new one until they do. So that's not much of a hurdle to overcome.
