They almost always indict because there is no defense counsel present, generally. It is a way to find out of the prosecutor has enough evidence to actually prosecute a case.

The original poster was confused about prosecution vs grand juries.

Some anons still listen media without reading between the lines and understanding exactly what was said. Others lack the knowledge of how the processes work.

I think it's just more important that all the leads are traced down until the bottom of every rabbit hole. I would imagine some run very deep. It's more critical to get it right than to worry about having a good witness, imo.
