Ultimate authority in the United States of America was given to We The People, and then We the People grant representatives the authority to govern us. (consent of the governed).
So, in the United States, Romans 13:1-7 reads:
Let every person be subject to We the People of the United States (the governing authorities). For there is no authority except from God, and those that exist have been instituted by God. Therefore whoever resists We the People of the United States (the authorities) resists what God has appointed, and those who resist will incur judgment. For We the People of the United States (rulers) are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval
