So…why is the NSA Utah Data Center allowed to collect ALL info on ALL Americans? How does this NOT violate the 4th Amendment since the government is the one doing it?

Why is this okay…or is Q saying it is STOPPING because the feeds to Five Eyes are off line and they cannot spy on Americans and pass that info to US officials?
