The satellites had complete coverage of the planet. The clowns and proxies could see who was coming and where their enemies were. Think google earth in real time with 50x more detail. The world was a turkey shoot for them. The computers(not servers—super computers) taken down shut down their ability to collect info, spy on global communications, likely process plans-risk scenerios, launch attacks(think missiles) etc. The hunters are now the hunted.
