At first I thought Q had flip-flopped on Sessions, chiding us for being 'FAKE NEWS readers' (a little frustrating). Then I read the linked article in the notables:

So I think I have a better understanding. Q's next line gives an indication–"Every battle is won before it's ever fought." What does that mean? Basically, it's saying that it's all about the planning and preparation. In other words, Sessions behavior is all part of the plan, and this is the outcome that was planned for–people gathering around Sessions and supporting his decisions. Which is important, because the media has a long history of smearing him; if they start venerating him, then he can step in and deliver real justice. The media, of course, will flip-flop on him again…but by that time, too much of the truth will be out, and they will risk even more loss of credibility.
This was probably obvious to everyone else, but comprehension isn't my strong point. So I'm posting this for the other dullards out there.
